UPO's directly operates three Neighborhood Development Centers to augment it's citywide funded autonomous delegate agencies located throughout the District of Columbia. UPO's three NDCs are:

UPO/Anacostia Community Service Center

Meanwhile, UPO funds autonomous delegate agencies specifically to provide funding in various target neighborhoods throughout the District of Columbia.

Numerous changes have occurred with respect to the nation's welfare laws forcing some recipients to quickly become acclimated to the world of work. UPO, in partnership with Lockheed-Martin, operates a Welfare-to-Work program that prepares former welfare recipients to enter the world of work which ultimately leads to self-sufficiency.
